The main aim of this study is to enable a common understanding of climate resilience and the critical components in planning for local and national recovery from extreme weather. In doing so, the study will develop a methodology and identify data sources for a framework for monitoring recovery that will enable comparison of outcomes following climate-related events.

This study has three main objectives that support the aim:
1. To identify and assess the applicability to Scotland of recovery monitoring systems used in the UK and internationally.
2. To propose datasets to include in analysis of recovery from extreme weather events.
3. To consider how monitoring of recovery from extreme weather events can fit in with and contribute to the National Performance Framework, Preparing Scotland and the Scottish Climate Change Adaptation Programme.
