IMO has adopted the 12th Chapter of SOLAS which introduces a number of design measures for enhancing the survivability and structural integrity of bulk carriers. Initiatives which follow the philosophy of safety improvement through better design are welcome, yet it should not be overlooked that operational factors are at least as critical for safety, as they involve a continuous interplay of the human element with a ship's hardware and the environment. The proposed system could appear on board as a suitably approved Seakeeping and Seaworthiness Information Booklet (SSIB), containing the ship's safe operational envelopes with respect to the governing seaway, ship speed, and relative heading.
