Abstract
On 2 April Scottish Enterprise came into being. Although not all of the local enterprise companies (LECs) have yet been formally launched they too became
operational at the same time. As yet their impact seems to have been mainly limited to withdrawing funding from a number of training programmes, to widespread critical comment. However, in an attempt to consider their longer term impact upon economic development and training, this article looks at some of the main issues
arising out of some of their business plan summaries.
