Financing higher education: grants or loans?

In the United Kingdom, opinion on whether the provision of grants to university students should be replaced by a loans systems tends to be divided on orthodox political lines: the "right" supports loans and the "left" supports grants. There is no intrinsic reason why this should be so, and alignments in some other countries are on a quite different basis. This economic perspective considers the arguments.
